Minutes of Meeting

September 20, 2008

The monthly meeting of the Fairwood West Homeowners Association Board of Trustees was called to order on Saturday September 20th at 8:00 am.  Trustees in attendance were Cecile Blumenzweig, Pat Wyre, David Mahowald, Lou Carlascio and Dan Rystrom.  Also in attendance was Barb Simeona, Association Bookkeeper, and one homeowner.

Clean Up Yards for Easier Head Start in Spring
As winter is upon us – please continue to keep yards picked up
so that the work in the spring is easier.

Yard Signs Prohibited on Posts, Entry Way
Please remember that signs cannot be put on any street posts or in the entryway island.  Any signs placed in the entryway island will be taken seriously and if the owner(s) found –

a possible fine will be imposed.

Dog Doo Dumpings In Your Trash
Thank you for picking up after your dogs – however homeowner’s yards are not the dumping grounds for the bags used to pick-up after your pet.  Please dispose of these in your own garbage.

Annual Homeowners Meeting in Octobe - Please Attend!
The October homeowner’s meeting for Fairwood West will be the annual meeting.  Please plan on attending.

Minutes of Previous Meeting – The minutes from the July 2008 meeting were accepted as presented.  The August meeting was not official as there was not a quorum of board members in attendance.

Fire District 40 – There was no representative present to report.

For other Fire District news please see the FD 40 report in the Fairwood Flyer. 

King County Sheriff’s Report – There was no representative present to report.

Homeowner Comments – Nothing to report.

Homeowner Covenant Enforcement Appeals – No homeowner’s present to appeal.

Security – Pat Wyre gave the next month security schedule to President Cecile Blumenzweig.  Cecile noted that she did ask Officer Shirley about another block of time for the Fairwood West area.  He said he would look into it.  Officer Shirley will be asked to keep an eye on a home on Fairwood Blvd. 

Financial Report – The financial report was accepted as presented.
The board has hired a collection agency to pursue collections on home’s that have liens that have not setup a payment plan and consistently stuck to their agreed upon payments.  There will be letters going out with statements to homeowner’s that have liens on their properties regarding this.  They will be given 30 days to setup a payment plan to avoid being sent to collections.

Treasurers Report – David Mahowald noted he moved the money in the money-market at Qualstar to a savings account.  He feels that if the board decides to spend money on the park it should come out of Qualstar since it is getting close to the legal insurable limit.  He noted he also wants to close the Washington Mutual account and move this money to Bank of America. 

David made a motion that the proposed 2009 budget with a dues increase to $39.00 per quarter be approved and presented to the membership for vote.  This motion was 2nd and approved.

Architectural Control Report – David Mahowald noted that at the meeting last month a homeowner was present and asked about building a carport.  David had asked for plans to be sent to him and they never were.  He will go talk to the homeowner. 

Lou Carliscio noted that on “corner lots” the legal interpretation of the CC&R’s  is that everything has to be maintained that can be seen from the street.

David received request for approval on a fence plan.  He will let this homeowner know it’s approved.

He still needs to talk to the home that was discussed in previous minutes regarding their addition.

Common Properties Report – Pat Wyre noted that the electrician has an appointment to look at the electrical issues in the entryway this Monday.

After discussion regarding the park all board members agreed that the diseased trees and the fence need to be given priority for fixing in the park. 

David asked if we can request that the landscapers please not start clean up work on the front entryway until after 8 am.  Cecile will talk to them. 

It was noted for the record that the sprinkler system will be shut down mid-October.

Community Events – Nothing new at this time.

Pride In Ownership – Nothing new at this time.  It was noted for the record that Lou Carlascio and his wife Denise will take on this task in 2009.

Covenant Enforcement – The board reviewed all the homes that were previously in process. 

The CC&R’s have been digitized and will be printed and passed out to all homeowner’s in the near future. 

Unfinished Business Report – Nothing new to report.

New Business Report – Nothing to report.

The meeting adjourned at 9:08 a.m.

The next monthly meeting of the Fairwood West Homeowners Association will be held on Thursday October 16th, 2008 at 7:00 p.m., at the Nativity Lutheran Church, 17707 140th SE.  Please note that this will be the annual meeting.
